Buiding a rod or no - I'd say - get some line, some beads, some spinner blades, some hooks. Make some simple rigs, put worms on them - take them somewhere the bluegill, catfish, bass, trout - will slam such an offer under a bobber - let them create, color, and then utilize.
Boyscouts know knots - right?!
I know I get a thrill out of catching a fish on a rig I made - they would too.
I've made simple bead/blade/hook rigs that have been awesome on catfish to tiger musky! And yeah - I'm a satisfied customer!

When I was a scout we went the the boulders and it was awesome catching the fish and eating them was great let them learn how to catch them and about their ecosystem the ones that enjoy it will be hooked the ones that don't they still will enjoy the trip

May I suggest that you call a place like Fish Tech and ask if you could bring the kids to the shop and have them show the kids how to tie a fly.
The DWR does this at the Sportsman's Expo every year and it's a big hit with the kids.
You may want to get a copy of the DWR's Youth Fishing Club Fishing Manual.
It has a lot of good ideas and lessons about fishing in it.

Synergy, pretend your the scout leader and I'm the scout. You start out talking about conservation and picking up garbage. I'm in the back falling asleep cause I don't care about fishing.
Your ideas are good but I think you need to get the boys excited about fishing before they are gonna care about preserving it. Maybe do some fly tying zzzzzzzzzzzzzzzzzzzzzzz... Or you could find some molds and let them pour their own plastics for bass!

Ever made the famous "Pepsi can stove"? Good for lunch on the ice, as well as camping..
How about them setting up their own fishing bucket, and tricking it out, like I showed in a previous, recent thread.
Lures are a great choice. Sportsman's and Cabela's have very reasonable spinner components.
Bring a bunch of wire, wood, PVC, rope, etc..., and see what they can invent?..
Have you ever read "The Backwoodsman" magazine? LOADED with projects...
Minnow or crawdad traps? Plans all over online...
Try Youtube and search "DIY+fishing", or "How to+fishing", etc.
Make spears or PVC bows and go try to hit carp in the spring. A 5' long, 3/4" PVC pipe with a 10" dowel run down inside to stiffen the middle makes a functional bow of about 30 lbs draw. A ramin dowel can be sharpened and barbed as is, or with a nail or wire barb. Go to paleoplanet.org and look at fish spears.. pushbroom handle shaft and wooden or metal head...
Make cane poles. Look up franksupply.com.
See what kind of lures you can make from tin cans, and try to fish with them...
Homemade leader keepers.
Homemade stringers, see plans all over internet...
I'll think of more later, maybe.

Oh there you go! Springbuck's got a great idea. What scout wouldn't love playing around with crawdads?!!! Fast action to keep their attention and then they can hang them from their buddy's ear etc. That's the idea I'd go with for sure!

I was thinking the same thing.
Spend a day making some crayfish nets and then go put them to use.
Much more predicable of a bite and a good meal to boot.
