Cross Marine/Willard Bay

Would someone in the loop please explain exactly what the commercial Marine vessels operated by Cross Marine were doing both last year approximately September and again this spring at Willard Bay?

There was heavy traffic out of the North Marina last year and they were seen again this year at the South Marina.

Exactly what is their purpose?

Looks like they do dredging among other types of underwater construction. I believe there was some dredging going on at Willard last year, is there some this year as well?
