I have never tried to tie one.
Dragon flies can get quite large such as this one that stayed stationary on a girls arm long enough for me to take a couple of pictures. This was at an outdoor fly tying demonstration.

There is big Black and White ones on the River I have been fishing. Never thought of taking a picture of them. Come to think of it, I didn't see them today, maybe that is why the CARP HEX fly wasn't working as well.

I saw a lot of the blue and black ones while on vacation.. from what you say I am guessing it was a damsel fly??
