So I am going to school in Cedar City and New Castle Reservoir is nearby. I have fished it a couple of times but want to get a wiper. Is it possible to catch them through the ice or are they not very active in the winter? Also not sure what to use as far as lures and bait or how deep to go. Thanks for any help and any advice

wait until spring / early summer. Then go fish it with dead chubs.
don't forget to watch Minersville as well. Remember, Minersville has artificial only regulations.

You sure can catch them ice fishing but you have to be lucky. Maybe it would be easier at New Castle, because it is a smaller lake than Willard but it is pretty hard to do at a bigger lake. You can catch them on smaller ice fly and bait bugs and chartreuse seems to be a good color, IMO. You could also try a jigging Rapala, tipping with a meal worm or waxy. I have ice fished Newcastle on numerous occasions and have yet to catch a wiper while doing so. I'd go with pbh's advice and try it this spring.
