I am going to ice fish Flaming Gorge for the first time in a week for a bachelor party. Since I've never been there, I'm not sure what is accessible this time of year.
Are most of the campgrounds, marinas, and boat ramps on the Utah side accessible with a 4wd pickup? Any that are not?

Sounds like ice has gone as far South as sheep Creek Bay.
Last weekend a 4x4 was maybe not required but a good idea to access Swim Beach and the Airport road area. Didn't visit any boat ramps. Also didn't fish the WY side do to their $30 reciprocal fee. (While WY residents pay $10 to fish the Utah side)

I "tried" to get to lucerne sunday morning coming from west over on i 80 then down through mountain view. WY 414 was snowpacked and slick, i went a few miles and turned around because i didnt have the time to drive 30-40mph to get to manila and then do the same drive drive back at noon...its doable i just didnt have time. WY dot says green river to manila is a little better on wy 530. Wy 191 [a direct route to antelope flats is closed.
wind can blow pretty bad in that area making things tricky, give yourself plenty of time, maybe chains, shovel, and you'll be fine.

As of yesterday, the road is plowed to the marina at Lucerne, down to the bathroom at Sheep Creek, to the marina at Cedar Springs, and to the top of the boat launch at Mustang Ridge. Antelope Flat is not plowed, but vehicles have been traveling it, so its more less snowpacked. At a minimum you'd need 4WD and good tires. We received another couple of inches last night and wind/drifting can make any of the roads questionable from day to day.
