Please help explain page 34.....

What is the DWR trying to say here, am I mis-reading something?
In the first couple of sentences the DWR says "we want to remove illegally introduced fish as soon as possible" with a no-limit mandate on certain waters for certain fish.
In the last couple of sentences on that SAME page they say " some waters may be closed to taking of illegally introduced species" of certain fish.
I love our DWR and believe they have made the second driest State an amazing place to fish for numerous species of fish but these two statements just plain out contradict each other.

The idea behind that page is to say that illegally introducing a fish into a lake or river is not going to be tolerated. For the most part they want those fish removed and/or killed as much as possible. But they also want to deter people from stocking them in the first place. Making it illegal to harvest the fish you just planted would deter some people from planting them.

Doesn't appear to be a contradiction to me at all. The first statement says "certain waters for certain fish" not all waters and all fish which coincides with the second statement of "some waters" and not all waters. Just my interpretation though.
