Bear River along Mirror Lake Highway

My wife and I took the advice of our neighbors and went on our first drive along the Mirror Lake Highway. It was a great way to spend the day! We brought our fly rods and fished a little after eating lunch on the Bear River. The river was beautiful, but we didn't catch a thing. We only saw a few fish the hour we were there. Can anyone tell me more about that river? Granted we were fishing right alongside the road. But I was surprised to not see more fish (and willing fish, for that matter). Thanks
