If you are after a "wall hanger" tiger trout, you need to start thinking big, much bigger then you think.
I was very good friends with the Washington State Angler that took their state record. He fished a specific "pond" for a long time, seeing some monster fish, but not getting bit. He finally went to a big swim bait, something like what I am attaching, but 6" long, and he caught several in the "record" range.
Small tigers, under 20 inches, will hit any minnow like bait, but the big boys want a real meal, and those big chubs are just about right.
