I would imagine that they need to build a coffer dam to seal the mouth of the marina and then pump all of the water out of the marina before they can do any serious dredging. Difficult to pump ice, so I bet no serious work will happen until spring and even then if they have to wait for the currently-flooded area to dry out first it will be even longer before they start dredging.
