The answer is simplistic, direct every effort at the source of the problem, Powell and Mead. These locations have limited roads leaving and 24 hour inspections should be mandatory. Wash stations should be available and functionally manned 24\7, with no waiting or delay.
If additional infestations manifest themselves the same would be true for them, State lines maybe.
It's a joke to do what Utah has done, placing wash stations at every hick ramp with no mussel problem when they know the source of the problem. It's a money grab for funding a failed program that will provide a terrible outcome.
