I don't think the average city cop or sheriff deputy knows the rules about AIS or has the time to deal with these issues!
Having said this - I think you should get the license plate number, description of the boat and location (even which direction they may be traveling) and report it to the DWR. A photo would even be good. If they can't immediately run the guy down, they should follow up on the report & find him at home (It maybe too late if he launches!) sooner or later.
I know of an incident a few years back when someone reported a boat northbound on I-15 and they caught him at home in Oregon and confiscated or impounded the boat.
