Actually they have done that at Willard this year, finally. They talked about doing it for over 4 years, even had a donation of 10k to get it done but for whatever the reason it took forever. It is located on the South end of the North marina and there are plans for more in the future and they are just for fisherfolks, not boats. If I get up that way soon, I'll take a pic of it. You explained very well why fishing isn't allowed on boat docks and the reason why there can be no exceptions is very simple, where do you draw the line?
UThunting-The decision was clearly made by having a rule that states, NO Fishing From Boat Docks, it has nothing to do with those that are polite like you, that move at a moments notice, it because of kids and those guys mention in OCF's reply to you. You can't have a rule like that only applied to those that will not or can not move fast, it has to apply to everyone for a rule to matter or have teeth. The reason is quite simple, as soon as they allow one person, like yourself to fish from a boat dock, others will see that and say, "Hey, you allowed that guy, why can't I do that as well".
Hope that makes sense.
