They are Forest Service campgrounds managed by a private company. They aren't a state or national park and don't have any DNR employees.
I know it's confusing given that the majority of lakes/reservoirs in Utah have all the campgrounds and access owned and controlled by the state, making them state parks and thus DNR employees but that is not the case with Strawberry.
