Great question, and welcome to the forum! FLoating baIT > FLAIT. It is very similar to the FLIG that folks talk about on this forum a lot. The difference is that the floating part is not attached to a hook like a FLIG (FLoating jIG)
I use a slip sinker above a swivel, then a leader 8 to 12 inches to the hook with the float in between. It give a slightly different presentation than a bait right on the bottom and often snags less.
It also is way to add some bright color to help them locate the bait in stained water.
The attached picture shows a fire tiger spin n glo float near the cats mouth and then the swivel and walking sinker to the left and above the float.
