what are your views on the c&r of "trash" fish?

It's illegal here in Minnesota to leave any sort of fish lying on the shoreline. They also say that you can't use carp, alive or cut up, for bait. Which kind of sucks because I was hoping to use some fresh-cut carp for cat-bait this summer.

I guess I'll just need to find a place to grow a vegetable garden then I'll have all the fertilizer I need!
