Sparing you the rant of the double-dipping taxation of license fees, boat registration, truck registration, federal and state taxes, sales tax on all of it, and then being scammed $10 every launch, does URC actually have the ability to issue tickets?

I'm pretty sure they don't have any legal authority to issue a legally binding ticket for which you would have to go to court.

I'm 99.9% sure that is correct.  My neighbor used to manage the Port Ramp at Pineview and told me they could only call the Sheriff if a legal citation was called for.
