It sounds like people are possibly arguing the "letter" of the law vs. the "spirit" of the law on this one. Since I am not the official responsible for the "letter" on this one, I will defer to others who may add their interpretation. As far as the "spirit" of the rule, my understanding was that it was put in place to protect spawning kokanee. Sorry, but I will probably not go any deeper on this one. Have fun.
