The long-standing regulation in Utah is that lakebeds below the high water mark are off limits to vehicles has been waived on Lincoln Beach for the past few years. Each year I would contact Ben Stireman at the Division of Forestry, Fire and State Lands to renew permissions for small boat anglers and bank tanglers to access Utah Lake off the exposed rocks at low water. He would then contact DWR and the Sheriff Dept. to advise them to relax their enforcement...ticketing only non-angler types that trashed the area or just made donuts in the mud, etc. He would always advise me that if the destructive traffic got out of hand they would rescind the temporary passport. I did not even bother contacting him this year and evidently the dimbulbs got out of hand and have now ruined it for all.
