I know from past experience that just because something is sold at your local fishing shop, it is not necessarily legal. So, be careful there. It would appear to meet the letter of the law as "summarized" in the written regulations, but, in fact, they use the formal legalize written regulations in a court of law. I won't even try to understand the legalize there, not a lawyer, not crocked enough for that. Even if you call the DWR, unless someone has tested the rule in court, they might just be guessing as well. The summary is not legal, just a summary.
In short, if you have plenty of money, and don't mind going to court, then it might be worth it. Personally, I'll stick to scents that have been tested in court and have passed muster.
I guess catching a few extra fish is not worth a visit to the judge for me, right or wrong.
