I know it is hard to hold that cat down and watch both ends until the timer runs out and takes the shot. With a flat board like you use, there is another method that gives a good length and it is easier to get the tail flat. I nicknamed it the quarter down method. Here is a picture of it.
You can see both dorsal and lateral spines are sticking out, but the cat is still lying flat on the ruler.
It may work better for you.
