Low pressure combined with cold fronts can shut them down.

Rain without the cold front does not necessarily present a problem as far as there are winds that will cause currents around a point or a structure where they would be like customers at a "free all you can eat smorgasboard".

Remember this, it is the cold front which is a problem. If you caught one in a cold front, it's probably just a random bite, like a bite of opportunity dangling in front of their nose but doesn't really happen often.

For some reasons, they seem to know ahead of time when a cold front is going to hit, they like to gorge themselves so they don't have to eat during the cold front.

Like for example, I saw some people catching quite a few eyes recently a few days ago, ahead of impending cold front, which during that cold front, that place shut down completely the next four days.
