Looks more like the lower lip was ripped open and healed than a mutation. I also was told by a dwr biologist that all the cutts in the Berry don't come from brood stock. But from eggs and milt stripped from fish spawning. This has become more standard across the whole hatchery operations in Utah. The little fish from these "wild" populations survive better. That is why they have "stripping" stations at more places now.
