Just a thought. I was fishing with a buddy a few years ago and I was doing quite well on a type 2 sinking line and olive bugger. He was using the same thing and didn't even get a hit. Later in the day we decided the onlu thing different in our rigs, was that he was using a tapered leader that was about 8' long. I was using only about 5' of tipit tied to my fly line. His fly would drop lower than his fly line and that made it swim funny. If your leader is longer than 5' try making it shorter and see if that helps.
Also be sure to fish at different depths and try adding scents to your fly where it is legal.
