Scotty -- currently the DWR doesn't solicite to purchase water for C-pools. They typically wait until there is a seller looking to sell water, then the DWR will make an offer.
Sometimes, other situations arise, and the DWR get's water in return. For example, when Chris Lake on the Boulder Mountain had it's dam safety inspection fail, the DWR stepped in and offered the water owner a deal. The DWR would pay for the costs of dam repair, in exchange for a conservation pool. Win/win for everyone. Except when the water owner tells the DWR to go jump in a lake. The, the state engineers breach the dam, and there is no more Chris Lake...
If water rights to Koosharem, or Piute, or Otter Creek ever became available, I'm sure the DWR would offer fair market value for those rights. Whether the seller would sell to the DWR is another question.
