Water rights are what it is all about. In the arid west people own water. The public water is all in the East. Only culinary water is owned in the East and then, never privaetly, only by governments. One of the weirdest things for me when I first moved West was that the rivers get smaller as you travel downstream instead of bigger as I was used to.

If we want a conservation pool we have to buy it. It will come about eventually. Mostly in the way it was mentioned above. The dam will need repairs, it will cost millions of dollars and the owners won't have it. The government will offer to pay for the fix in exchange for some water.

Oh well, sorry those fish are dead. What day do they turn off the water? Sept 15? Maybe I should note next years calender, "Fish Piute outflow Sept 16."
