Their assessment of this year's kill was that the lakes had more water, which increased both outflow and fish overflow...and greater fish kill when the water was shut off.[/#0000ff]

[#0000ff]There was also mention, in one of the meetings, that in previous times there was always some water escaping, even after the shutdown, due to a poorly fitting gate (or something). Repairs were made during the last low water year to correct the leakage and that also resulted in a complete shutoff of water.[/#0000ff]

[#0000ff]The consensus is that the dieoff is unfortunate, but unpreventable without owning some water rights.[/#0000ff]
