that's true, tuber, to a point. It is preventable. Also, if you get technical, there is something the DWR could do. The water users are actually REQUIRED to give notification to the DWR prior to doing anything that could jeopardize wildlife. This didn't happen.
But, even with 2 days notification, what would have changed? Nothing. The fish still would have died. Which is why the DWR has looked at it as unfortunate, but unpreventable.
This is NOT the first time this has happened below Piute. It is unfortunate, but in all reality, what has been lost? In all reality, we didn't lose anything that isn't already being replaced. 1 big fish dies, and another fish quickly fills that void.
