Hey Fishinchic, I havent been up there, but the DWR had this to say.
Echo Reservoir - Anglers reported good fishing for yellow perch over the weekend. They found the best fishing to be in 60 feet of water. Fish were biting light and the fish ranged from 7 to 11 inches. The best method was rigging ice flies with wax worms below an attractor. Daredevils, Taskmasters and Spin-A-Lures work great as attractors.
Heres what doug miller has to say about it.
At Echo, the perch are on the bottom at 30-foot depths both around the boat ramp and near the dam. You can also find some nice Rainbows suspended at about 15 feet.
