Live Minnows VS Dead ones which do you use?

here in utah we're not allowed to use live minnows, so i use dead ones of course. i use either chub minnows or red-sided shiners. i have been disappointed with how mushy they get once they thaw out a bit. (dont stay on the hook that well) where do you get "salted minnows"?

also, i sometimes use just chunks of the minnows. would these salted minnows work better for cutting into pieces? (make stronger chunks?)
