PBH, hard to tell the mindset of the bucket bioligists. For some of them this may discourage them, and for others it may be exactly what they want and encourage them to plant illegal fish into even more waters. I have a hunch that it won't either encourage or discourage most of them -- but hey what do I know (other than I wish that they would all get caught just before doing it and have the book thrown at them).
