It may not be 18 pounds but it is a big fish either way. It also is extremely old. Look at all the fins on that thing compared to LH's fish. My guess is it would not have lived much longer and has been in that reservoir for a very long time. The few big browns I have caught like that put up very little fight and were very hard to revive in order to release.
