Well I haven't done any dam or dike repairs in my life but I have done quite a bit of construction of roads, footers for buildings and loading docks and sidewalks in my career. That being said there is a limit to the amount of water content that a soil can have and be used for stable construction. If there is to much moisture then the materials can not be compacted and the water will continue to work it's way through the materials. Lowering the water table to below where the repair needs to be made they can remove the water logged materials. Replace it with more impervious materials, compact it to its maximum efficiency then repair with minimal problems in the future. Just my 2 cents though.
