Velcro straps and bungees work wonders in todays world. Another alternative is to use Parachute cord. You will need to figure out some means of quick disconnect so that you can strap and unstrap the parachute cord. Carabinere clips work well for that.
I would suggest strapping some kind of foam block with the velcro attatched to it. Make sure you hollow out a radius on the foam to fit the shape of the tube. You can then attach flat boxes on top of that or strap a soft bag that you can fit your tackle into.
I still have my old tube that is just like the one that you described. It comes in handy to plug in an ice chest and use it as a tag-a-long tube.[cool]
