Does the Proc read that it is only mandatory keep between Jan and April. After that is it just a 10 fish limit? So we should have a contest to see who can catch the most perch in the 4 month period, to cull the heard. See if we can get a bunch of those bait fish out of there and maybe get back some of the fathead Minnows.
