Welcome to the Cali board and when you get here, I can welcome you to some of my local fishing grounds.
As far as your questions go.
We cannot use casting nets here although they still sell them in some of the tackle shops.
There is no need for a second rod stamp on the beach. Those are only for Lake fishing in Cali. Only 1 rod on the rivers.
Fishing from the Pier, you can put as many rods as you can keep an eye on. I learned my lesson the hard way and don't throw out more than 2. (one for each hand when it's fish on).
Surf fishing can be difficult with more than one rod. Too many tangles and too many fish.
Shorefishing anglers have 0 closures for the groundfish species. There are a few species that are off limits at all times. I will show you those when you get here.[cool]
