Help with CA fishing regulations

My starting salary is going to be pretty low so I will probably rent for a while. I plan on trying to find a 1 bedroom in a nicer part of Oxnard or camarillo for 1200 or less. as close to the airport as possible, or atleast a short drive. My fiance (wife by then) will be studying for her graduate exam so we will be trying to live off of my salary alone. To bad it is not like here were you can get an entire house for 1100 or a decent 1 bedroom for 4-500.
