Man-made brushpiles/Legal?

I worked on getting permission do drop 15-20 christmas tree's in Willard Bay a couple of months ago and got a loud NO from every agency involved with the management of the bay. Bureau of Reclamation (they manage the dike), Weber Basin Water (they own the water), Utah State Parks (there the ones that charge your first born to launch a boat), and DWR. They told me no way, no how. Also, they said if I got caught doing this on my own, I would be prosecuted for littering and I'm sure whatever else they could think of.

So, no luck on Willard anyway.[unsure]
