I was thinking the same thing. I told my boys, who are scouts, that something like that would be a great Eagle project. I think that you would find a lot of volunteers willing to support a project like that.
To make it more appealing to the powers that be, instead of concrete and PVC, why not drop rock piles at various locations throughout the lake that would be conducive to the spawning fish, specifically. They did it at the Gorge. Rocks are natural, they wouldn't leech chemicals into the water, and would provide good underwater structure for them to relate to.
The other thing I was thinking would be a good idea would be to place retired telephone poles in little "forests" at shallow mud flats. In dry seasons when the water is down, get a crew to dig holes to plant the poles in. You'd have cut to them to size but leave enough that would stick out of the water so they wouldn't be an underwater hazard. You'd place the little "forests" of poles in groups along the more shallow parts of the flats and leave plenty of room for boaters to meaneuver in between the groupings.
I know, a little wordy, but I think you'd find plenty of people willing to volunteer, and it would certainly help the fishing by providing habitat. Just my 50 cents.
