Try working a spinnerbait, buzzbait, or in-line spinner fast with your rod tip high so that the lure makes a disturbance on the surface. With the in-line spinner, you can just drag it across the surface with out the blade even spinning. Looks stupid to you and me but I have caugh many a fish in this way. Dard colors sometimes make a difference as well.
