First, Fuzzy you are up in the night. Anyone who thinks that Hydro projects have little environmental impact needs to step away from the crack pipe.

1st there is the dam and excavation, then there is the unatural backing up of the water, down river silt and tempature changes, up stream flooding, evaperation, native species being wiped out and un natural pollution from the concentrated use of boats and human waste.
You want electricity with minimal impact, the answer is blowing in the wind.

Now about Bear lake. What a stupid idea. It will work, I grew up near one of the 1st ever of these "pump-up" generation stations in Gilboa, NY. But my ? is this, if it will work so well, why not just pump the water back up at Flaming Gorge? They already have a massive resivior with 160' of head pressure. Install the turbines at the bottom and then pump the water back into FG. Why not just pump the water back into Powell and Mead? Both already have turbines in place, they only need the pumps to send it back up into the res.
Bear lake has no or very little elevation change, it would require a huge resivior be dug by machines, huge pumps be installed and huge turbines. Why not work on a place that already has 2 of the 3 things in place?
