There are boat rentals at East Canyon, but I'm sure you have to keep them on that reservoir. Plus, I'm not sure what kind of boats...I'd guess kind of dinky tin rowboats? But hey, better than nothin'!
If you're really wanting to stick with Willard (though lately it seems you have to be careful when launching, because of the shallow water), there is RentalToys.
They have a boat that's about $250 to $400 a day, depending on what kind. It also has a $2,000 deposit (credit card can be used) that's returned if the boat is brought back all nice and stuff.
