From the Utah Fishing Guide:
"Dead mountain sucker, white sucker, Utah sucker, redside shiner, speckled dace, mottled sculpin, fat head minnow, Utah chub and common carp may be used as bait in any water where bait is permitted."

Note that the rule says "mottled sculpin", not "bear lake sculpin" or any other sculpin.
My grandfather taught me how to catch big trout in southeastern Idaho using sculpin. We called them bullheads. We knew the local creeks that had sculpin and they always hung out under rocks in the shallow rocky sections of the creeks. We'd slowly roll rocks over peering under the edge as we rolled them. If there was a sculpin underneath we'd spear it with a simple dinner fork. After forking a mess of sculpin we'd go fishin' for big trout. We used Mustad 7904 double hook safety pin hooks.
