Does water skiing boats, pulling skiers or fast boats, reduce the fishing % when trolling or fishing from the bank?

well as i say the state will have to address this sooner or later..

what i think is odd.. you need to have a license to drive a car and the state ask's ya to take corse for 4 wheelers.. but anyone can drive a boat?

and it's not just the power squad that try and cut ya off the shoure! i had a guy do that to me trolling the other day at yuba.. he could see we were casting to the shoure and he decides go right in frount of me and the shoure even with me yelling and cussing him he looked at me like what's your problem.. then i see he is pulling pop gear on yuba so i could tell he had no clue anyway..
