Bear river bird refuge closed

Me and a buddy of mine went to the bear river bird refuge only to find out the road is closed looked like road work. So went to the inlet channel at Willard had a real nice bite but i missed him. Wanted to know if there are cats in the lower weber and ogden river below the dam i have caught bullheads but no channels any info will help
