I had a problem like this once, I ended up changing the headlight switch (easy) and it took care of the problem. The lights on the dash may be tied into the headlight switch, usually there is no voltage limit on the switch so if it goes it takes everything else with it. Cheap and easy fix, change the headlight switch.
