Just a thought about the trash. I am sure there is some kind of law about littering. What if wildlife officers were to watch areas and give tickets like when they watch areas to check licenses. If enough tickets were given, the word would get out , And maybe the people leaving trash would think about not trashing like we think about not forgeting our licenses. You would hope anyway.
