so if there is state access, but an overgrown beach, can average everyday fishermen like myself remove the weeds? I don't want to go into an area and start cleaning it up to make it usable if I am going to get in trouble for it. I would love to volunteer my time doing things like this, but again, don't want to get busted for some random law or something
