It's true, I'd be happy to take you out in the boat and show you how to use a bottom bouncer properly if you're having problems with them tipping over. You probably have too much line out if that's the problem. The rock hopper that I'm aware of is totally different then a bottom bouncer. I don't see any chance of trolling that through a sage brush filled bottom or a rock filled bottom for that matter snag city. It's a lot closer to lindy rigging then bouncing.
There are many different kinds of bouncers some with and some without the arm. You can run as much line past the bouncer as you want if you want your harness on the bottom or as I prefer use floats to keep them off the bottom and gunk. I hate trolling for any period of time whith gunk on my harness, wasted trolling fuel.
