Well, that's one view.
I think: a) the govt needed a way of knowing who and where you are;
b) needed a way of contacting everyone at the same time in the case of national emergency. Before this - the stations would choose to air presidential news conferences - now there's no choice.
When I lived out west - there were only a few mountains to block the ground signals and analog cell phones worked just fine - few if any dropped calls. Since going to digital service - you could be within a 100 yards of a tower and not receive the signal.
