Michael, I probably fish Idaho way more than I do Utah LOL.
I have never been told I had to wear my Life Vest EXCEPT on rivers. There you must have it on at all times.
We talk to boat police all the time, and like I said, not a word about having to WEAR the vest.
I do know IDAHO enforces the COAST GUARD thing and for that reason I do carry a whistle, a light or a mirror for sunny days, and as far as VISIBILITY, well that is a good thing no matter if it is required or not.
Tube Dude is right about licensing a pontoon. Try licensing a FLOAT TUBE with a POWER FLOAT. That was cool. They had me down as having a 30 hrsp INBOARD!? Good trick.
It is getting easier these days. It is now a general fee no mater the size of the Toon.
